I couldn't replicate this, I followed your instructions and did get an unencrypted zip file.  I also found a <original folder name>.zip.asc file.  This is the encrypted archive.  Due to changes in the mime handling, it may need to be renamed to .pgp from .asc.

Note: CVS HEAD doesn't use the problematic .asc extension.

Please reopen the bug if this is not the case.
