new gnumeric 
insert->define names
add a name "test-a1" with scope Sheet1
the list now shows "Sheet1!test-a1"
now type "test-a1" into the name box but leave the scope as workbook.
The add button is disabled and the update button enabled.
Clicking 'update' _adds_ a new name.

I assume that we want to be able to add workbook scope names that are hidden by sheet scope names, so the problem is that the wrong button is enabled.

There is more strange behaviour:

the scope buttons are used sometimes just to set-up the definition for adding,
but if a name is selected than they function to change the scope (and leave the dialog in an inconsistent state)

and the okay button functions as an "add" or "update" button (combined with "close") ??

fixed in cvs head, but we probably should now add an easy way to switch scopes on variables since the previously available way is disabled.

So I am not closing this bug but change the title.

I have added a switch scope button to the dialog.
