The Gnome Human Interface Guidelines state:

"Show separate Stop and Pause buttons. Do not change Play to Pause while the clip is playing."

Totem currently has a single button that changes between the two functions.

Yep, the HIG is clearly outdated in that respect. Furthermore, it's only a guideline. Look back in the mailing-list archives, or bugzilla for Totem in the past 4 years, and you should find conversations about this topic have already been discussed.
