That bug has been opened on https://launchpad.net/distros/ubuntu/+source/gdm/+bug/44701

"Immediate effect of toggling "Include all users" in "Users" tab of gdmsetup is REVERSED in the "Security" tab.

Maybe the "Apply changes" button could be used for this behaviour as part of the correction."

That happens with 2.14.6, selecting the option to list all the users make the autologin and the timedlogin lists having no choice,  unselecting it make list all the users at the opposite

Fixed in CVS head and 2.14 branch.  Thanks for bringing my attention to this problem.
