Looks like 2.15.2.1 has problems:

I literally seconds ago uploaded a fixed tarball, the one on burtonini.com is canonical.  The gnome ftp mirrors probably haven't caught up.

Yep, newest 2.15.2.1 version builds and has translations, thanks!
