Shit. The right intltool was installed, but I wasn't using the right PATH.

A new tarball should be uploaded in about three hours.

Done, a new 2.15.2 tarbell has just been uploaded. It appears to be right, there are a non-trivial set of files in the po directory and its 2M larger.
