libvisual is part of Fedora Extras, the gstreamer-plugins-base should be built against this library so the plugin is available.  taglib is a Fedora Extras package, and gstreamer-plugins-good is built to make the id3v2mux plugin available so there is a precedent.

Looks likes it's been fixed in the new packages.  It would be nice, though, if there was a response from the maintainer here on bugzilla. ;-)
