That bug has been opened on https://launchpad.net/distros/ubuntu/+source/gnome-panel/+bug/43645

"Currenlty we can drag and drop some elements (applets) on gnome-panel and change it's position and also move between panels.

But also we can drag entire panel and change it's position on the screen.

I think that gnome-panel should indicate on mouse down which element will be dragged on mouse move because sometimes when user has a lot od applets on panel then it's hard to tell if which element will be dragged - applet or panel itself.

Gnome-panel should indicate area that is 'grabbed' with frame around this element or with different background colour or opacity."

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all
old feature requests in Bugzilla which have not seen updates for many years.
