That bug has been opened on https://launchpad.net/distros/ubuntu/+source/gnome-applets/+bug/42391

"The behaviour of the drawer panel applet needs 2 clicks at the moment to start items in it. This is one click too much.

In earlier versions you could click on the drawer panel icon, move the mouse over the item you wanna start and release the mouse button. This was much faster and more a Unix/Linux feeling when working.

The current behaviour of having to click the drawer icon, release the mouse button, wait until the drawer opens and click again on an item to start it reminds me too much on another operating system..."

I've read bug #153965 but I consider that as a different request

For GNOME 3, we removed the drawers from gnome-panel -- we believe they don't fit that well in GNOME 3, and there were always many issues (including usability issues) with them. We feel it's better this way.
