Steps to reproduce:

Business -> Billing Terms Editor.
Click New.
Give the test terms a name and description.
Try to enter a discount rate of 2.5% -> gets reset to 3.00% when you click in another box.
Try to enter a discount rate of 0.25% -> gets reset to 0.00%.

Tested in svn r13796.
