I can confirm this bug, as I was just about to log it myself.

Note that this is a problem in the "Tree view" in Nautilus as padlocks do not seem to be used in the "places" view, which I imagine would be a separate issue which may be by design, although I have not worked out why yet.

The link to the bug in ubuntu only mentions SMB filesystems, but I have also noticed the same inconsistent behaviour with local filesystems (such as NTFS windows partitions) that are mounted at startup.

I agree that the padlock icon is very useful, but as this bug suggests, I would also prefer to see it in the tree view of Nautilus on startup rather than after I clicked on it.

This bug should no longer be present with the latest Nautilus redesign.
