That bug has been opened on https://launchpad.net/distros/ubuntu/+source/epiphany-extensions/+bug/38683

"When enabling the Sidebar extension in Epiphany, there is no immediate functionality thereof. Turning on the Sidebar simply reads "No Sidebars installed" with all options grayed out.

Additionally, there seems to be no documentation in the help file (or, for that matter, on the internet) about what constitutes something to "install" to the Sidebar.

I would propose that some sample sidebars be installed, those that would be useful to Ubuntu users, and that documentation be included to discuss where one could find more Sidebars (or make one's own?)."

Documentation for this extension was added in 2.14.1 (Help->Extensions) .  It explains what sidebars are, where to find them, and how to install .

The DMOZ link in the documentation (http://dmoz.org/Netscape/Sidebar/) no longer lists any sites providing sidebars.
