I have a set of scanned photos that have no EXIF data.  I used 'touch' to modify
the ctime for all of them accordingly, and after importing them into F-spot,
they are dated correctly.

However, upon exporting them to Flickr, each is dated according to its mtime
from the local file.  Ideally, they should be dated according to what F-spot
reports, i.e. the "Date taken".

I think that Flickr mark picture's date from the EXIF data. At the moment (0.4.0) f-spot doesn't export any additional date to flickr (it might be even impossible, if not available on flickr api's).

The only way to fix this, I think, would be that f-spot changes EXIF data of images when "Adjusting date". But that would need an important thinking about the opportunity of it.
