The link gives 404, and it's pretty much unclear what the bug is about in the first place. Can you please clarify?

Urg, the online versions of our developer documents were broken when we moved to SVN :(
You can find a copy of the Style Guide here in SVN: gnome-docu/trunk/gdp/style/ and you can open it in Yelp.

Basically, 'accelerators' is the wrong term for this. The correct term is 'shortcut keys'.

Sorry, forgot to say which pref tool this is in.
I'm not in front of it, but IIRC it's 'Menus and Toolbars'.
