When a user first starts Epiphany, it should offer to import existing bookmarks.

I disagree. First time wizards are a nuisance. 

Instead, it may be possible to have some "epiphany data server" in the future that publishes bookmarks from supported browsers to other applications. The deskbar applet already indexes multiple browsers' bookmarks.
