Wrong html generation of bullet list

That bug has been opened on https://launchpad.net/distros/ubuntu/+source/gtkhtml3.8/+bug/35220 "When writing an html email with bullet list, it doesn't write the first <ul>. Patch looks good, please commit to head as well as stable-branch.
any reason to not commit that patch which has been accepted?
Has this been committed yet? This bug is making me look stupid among my Outlook-using colleagues at work. :)
