Please describe the problem:
Localized categories list in in appointment editor can't be displayed correctly.

Steps to reproduce:
1. Launch Evolution on zh_CN.GB18030 and open the appointment editor.
2. Select view->categories, and Click the "Categories" button.
3. Choose all categories and click OK in Edit Categories dialog.
4. Save this appointment.
5. Double click just created Appointment.
6. Click the "Categories" button.


Actual results:
Can not displayed localized categories list.

Expected results:
Displayed localized categories list.

Does this happen every time?
Yes.

Traversing strings by UTF-8 character order

To avoid breaking the complete UTF-8 characters, trasversing strings by UTF-8 char order rather than one by one byte.

According to Chenthill's approval, committed the patch to CVS HEAD and gnome-2-14 branch.
