If the 'Keep toolbox on top' item is checked, the toolbox window's taskbar
button should be made visible after all the diagrams have been closed. At the
moment, dia stays open with no icons on the taskbar.

If you open several diagram from explorer, multiple dia instances stays open and
gets hidden behind other windows etc.

Another solution might be to send a message to dia if it is already running to
open the file from explorer (e.g. dde), instead of starting up a new instance.

Windows XP, also with 'toolbox on top'

If you minimize a diagram, the toolbox stays visible. If you click on the toolbox window the diagram will not restore by clicking the taskbar button. 

The only way the get to the diagram is by right clicking on the taskar button and selecting restore.

The new integrated UI in the upcoming 0.97 version also solves this problem.
