That bug has been opened on https://launchpad.net/distros/ubuntu/+source/system-tools-backends/+bug/32686

"WISHLIST: A user can open multiple copies of the "network settings" tool. This should probably be made "single-instance" to reduce confusion. (eg: if they launch the tool while one is already active, it should bring the existing one to the foreground and exit)."

This is true for all tools actually. They can be run by several users at the same time, though that's not really recommended; but one user should not run several instances at the same time. Should be easy to do using libunique.

According to its developer(s), gnome-system-tools is not under active development anymore. Functionality has been mostly integrated into GNOME Control Center / "[System] Settings".

It is unlikely that there will be any further active development.
