Right-click on the panel menubar & choose 'Help'. This goes to a page on adding menus to the panel.

I think that most users actually want help on the current items in the Applications/Places/Desktop menus when they perform this action.

The new id for that in the User Guide is "menubar".
This section provides a link to help on adding a menubar applet to the panel.
