support for "all user" setting for desktop icons

In MS WinNT, if we drop in a launcher into "All Users\Desktop" folder it is shown for all users, and cannot be hidden or modified. I was unable to find a equivalent service for Gnome. The nearest match is for panel, menu, but not for desktop. The only match i found was to control computer/trash/home icon visibility.

Starting with version 3.28, nautilus will not handle the "files on desktop background" feature. For better alternatives, read this blog post https://csorianognome.wordpress.com/2017/12/21/nautilus-desktop-plans/
