Right-click -> help tries to load the user guide at ID 'gosmetacity-27'. This is within the file /gnome-user-docs/gnome2-user-guide/C/gosmetacity.xml, 
not currently included in the user guide.

I've restored the gosmetacity-27 ID so it's no longer broken.
I've also added a nicer, meaningful ID, "panel-windowselector". Could you change it to this please?
