The volume applet's icon changes to a muted icon when the volume is low but not muted.  The bug also applies to the volume control in rhythmbox and totem.  I am using gstreamer 0.10.

It seems to be fixed these days (in ubuntu dapper at least)

It is fixed in the panel, but not in totem or rhythmbox.

It's not fixed in the panel for me (also running current dapper), though the problem I see is slightly different:

If I set the volume to zero (but NOT muted), the 'muted' icon is displayed. 

Zero volume is clearly different from muted, in that muted produces no sound, whereas zero volume produces clear audio at a comfortable (though quiet) listening level.

The muted icon should be used ONLY for the muted state.

Unless I'm mistaken GStreamer doesn't supply the slider widget for these, so you should probably file bugs for rhythmbox and totem if you haven't done so already.

You are right.  This has already been fixed in gnome-applets and totem.  I will open a separate bug for rhythmbox.  Thanks.
