Color picker tool docs should mention color picker mode of paint tools

There should be a hint on color picker tool page http://docs.gimp.org/en/gimp-tool-color-picker.html that pixking a color is also possible with the paint tools. A rather short note, including a link to http://docs.gimp.org/en/gimp-tools-paint.html (section 3.1.1) should be sufficient.

The help article for the brush tools already mentions the color picking option by using the CTRL key (see Key modifiers). Another point under "Activate Tool" in the help file of the color picker mentions now the shortcut of the CTRL key. It is added in three different languages: english, german, french. I think this will be adopted as soon as possible by the docwriters. I'll post a message on our mailinglist, to emphasize this change. This patch adds three new help articles about layer masks and reviews the older content for english and french. It fixes bug #327501 by adding a note to the color picker help article in english, french and german.
