Please describe the problem:
For now gnome-power-manager (and hal) assumes pam_console is available/enabled -
but this is not the case for all the distributions out there. 
In gentoo for example it's off by default. (one can enable it of course though).

The hal.conf file assumes the at_console stuff works, we should probably provide a fallback for the root user. This has caused many problems with users running g-p-m, even tho this is technically a HAL bug. I'll produce a patch for HAL and try to get it upstream.

Patch accepted in HAL upstream. I'll ammend the FAQ pages pointing out common problems, but I think this bug is now fixed. At least for root this now works unconditionally.
