Please describe the problem:
The actions are not updated live when changing them with Nact because Nautilus
cached them. You have to close the window and open it again to update the
background popup menu.
For the desktop background items, the only mean is to restart nautilus with
nautilus -q

Steps to reproduce:
For the problem with item in background of windows :

1. Open nact and create a config that apply only on folders
2. Right-click in the background of an already opened window => the item doesn't
appear
3. Close the window and reopen it => it appears

For the problem with item in background of the desktop :

1. Open nact and create a config that apply only on folders and with
'x-nautilus-desktop' as scheme
2. Right-click in the background of the desktop => the item doesn't appear
3. Open a terminal and run 'nautilus -q' => it appears


Actual results:
The nautilus popup menus don't update correctly

Expected results:
The item should appears right after the config is created
