Steps to repro:
0) Load http://developer.gnome.org/projects/gup/hig/2.0/hig-2.0.pdf
1) Go to Table of Contents page
2) Hover over a link to a chapter/section
3) Right-click

Actual result:
Normal context menu.

Expected result:
As per HIG [see chapter 2, section 4.4 in the above document], the context menu should contain as the first item the default action for the object; in this case this is "Go To".

It should be fixed in CVS.
