setup:
  os: solaris 10
  locale: non-utf8 locale, such as zh_CN.GB18030

steps to reproduce:
  1) Login non-utf8 locale, Launch file-roller
  2) Create one new archive file and add several file

result:
  1) The 'Date Modified' Field is empty
  2) select one file, then choose 'Archive -> Properties',  'Modified on' field
is empty
