UI to set default encoding for ID3v1 tags

In some countries, for example in Russia, there are many codepages using in ID3 tags. By defaut gstreamer uses local codepage (usually UTF8). There is function in gstreamer to select default codepage for ID3 tags (by means of setting GST_ID3_TAG_ENCODING environment variable), but it hardly acessable for usual users. Is it possible to add support of function for selection ID3 tags default codepage? May be it could be done as a listbox.

I think the bug reporter is asking is for a user-interface addition somewhere in GNOME where a default encoding for GST_ID3_TAG_ENCODING can be specified (please correct me if I'm wrong, Sergey). I believe this would most likely be gstreamer-properties material, no? (or should just move into GNOME applications themselves, dunno).
confirmed. this bug should be fixed with a new solution/improvement for editing gstreamer encoding profiles
gnome-media has been obsolete since the release of GNOME 3, nearly 4 years ago. Please file a bug against the applications themselves if the bugs you filed were relevant to particular features.
