I enter =ROW() in A1:A6. I select A1:A6 and copy it, either using [Ctrl]+C or
Edit > Copy, then I run the menu command Edit > Paste Special, select As Value
for Paste type, then press [Enter] rather than click on the OK button, the
formulas in A1:A6 remain as-is. I have to click on the OK button in the Paste
Special dialog to have the formulas replaced by their values.

Agreed.  The default should be ok, not cancel.
Looks like an old typo.
Patch will be in 1.6.1
