Please describe the problem:
When a file is frequently modified Epiphany refreshes the page too often to
actually be useful.

Steps to reproduce:
1. Open a frequently modified file - a log or jhbuild tinderbox log

Actual results:
Epiphany reloads the page too fast to be able to read even parts of it.

Expected results:

Fixed in cvs HEAD and gnome-2-12.
