When a GNOME session starts I see a blank panel, and then applets/launchers
appear on it. I believe this makes the desktop feel slower than it would if I
didn't see the panel until it had at least the basic applets loaded already.

My suggestion is to not show a panel (making it completely hidden) until certain
applets have finished starting. Only then the the panel appears. (Perhaps with
an animation, ie the same as when you move the mouse over a hidden panel).

I'd say the main menu applet should be visible.

Vincent, is there any applet loading order?

Christian: the order is the order in gconf. That's all, iirc.
