Gucharmap now uses Categories=Graphics;Viewer, which presents it as character
visualizer.

But most people use it as character typing utility. As such, it fits better to
Utility;Accessibility (like gok and dasher {Application;Accessibility is not
correct according to http://standards.freedesktop.org/menu-spec/latest/apa.html}).

gucharmap is placed to an accessibility submenu of applications, what is the rationnal for this? It's a standard accessory to me ...

Yeah, it's definitely not accessibility in my mind.
Interestingly, windows puts it in accessories > system tools.

I agree with Gman... can't say I've ever considered gucharmap anything to do with accessibility.  The distinction, I would say, is that an accessibility utility helps you to do something that you physically couldn't do otherwise-- but gucharmap is useful (perhaps occasionally essential) even if you're a proficient touch-typist.

Hard to say whether Accessories or System Tools is the best place for it though.... the Accessories category in GNOME is kind of reserved (in theory) for things that mimic real world objects, like the calculator and dictionary, and you kind of expect System Tools to be doing something to your system (or allowing you to do so), not just showing you a bunch of characters.  In the absence of any user tests,  though, I'd probably vote for Accessories.
