Please describe the problem:
It's possible to assign work or material to ressource types.

Using more/less materials than 100% should only
affect the costs but not the length of the task.
( 2 materials don't work faster than 1 etc.)

Using more/less work than 100% should affect
costs !or! length of the task. 
(2 people work faster than 1 !or! 2 people double costs/task time)
Eg.: 
2 day task, 1 workunit with cost 1 results in 2 day and costs 2
2 day task 2 workunits with cost 1 result in 1 day and cost 2 (faster)
4 day task 2 workunits with cost 1 result in 2 day and cost 4 (double
cost/task time)

This is an old bug report remaining in the Debian BTS. 

It probably was fixed already but I'm hereby polling the upstream authors to
verify. If it's fixed, I will close the corresponding bugs in the Debian BTS.
