As soon as I can glue a shortcut to deskbar applet it will become my primary
interface to just about everything. I can get to my menu with alt+f1 and the run
dialog with alt+f2 and the uri entry field with ctl+l; I need to get deskbar
applet on par with those three key things (all of which can basically be
subsumed/replaced by deskbar applet.)

For me too... But could it please be configurable through System > Preferences >

I added a gconf  key for the global keybinding, which is by default <Alt>F3.

I don't think this needs any other UI as the gconf editor.
