"In the Layout Options tab of Keyboard Preferences: When you expand the CapsLock
key behavior, a side scrollbar appears because there is no enough room in the
window to display all the text.  If the window was expanded about 30 pixels or
so, a side scrollbar would not be needed."

Is this still an issue? IIRC the dialog was sligthly enlarged. But in general, some option groups are long, so we cannot get rid of scrollbars altogether...

Comment on the Distro bug: "Doesn't seem to be an issue any more, the dialog seems to be reworked a bit to be more usable."
