"When I tried to import an m3u playlist into rhythmbox, it created the new
playlist in the side pane. However, no new entries were added to it. Instead,
the entries were added to the main Library. This occurs whether the files
already exist in the Library or not."

This has already been fixed in cvs.

The changes could be backported to 0.9.0, but Ubuntu is code-freeze apart from
trivial fixes, and the patch would be non-trivial.
