gnome-settings-manager should be able to only handle a particular amount of
settings, so that it doesn't for instance mess up your xkb/mouse settings
outside GNOME sessions. This was requested by sb. who just needs it for Nautilus
icon theme integration outside a GNOME session.
We could provide the following run-time switches, affecting the initializers and
loaders in gnome_settings_daemon_new:
--no-font, --no-xsettings, --no-input, --no-sound, --no-screensaver, --no-theme

Setting priority to HIGH since probably probably prevents many users from
properly using software outside GNOME sessions.

I consider this fixed with the separate plugins we have in 2.22.
