Documents and Settings\username\.gimp-2.2 is not the right location for
application folders in Windows.  This folder should be in \Documents and
Settings\username\Application Data\.gimp-2.2.

It would also be nice if you would name this folder without a period (.) in
front of the name as this messes up alphabetic ordering of the root folder
(Application Data).

It would be further nicer if the user could choose the location of this folder
instead of hardcoding an unchangeable default location.

The location of the folder can be chosen by setting the GIMP2_DIRECTORY
environment variable (as documented in the manual page).

We should at least consider doing this change, but only for GIMP 2.4 and of
course only for the Windows platform. We would also have to take special care
that migration of the personal gimp folder from 2.2 to 2.4 works despite this
change.
