The rtp module defined in gst-plugins-good/gst/rtp/gstrtp.c is
GST_PLUGIN_DEFINE()d  with the GPL licence, although all *.[hc] files have the
Library GPL licence header.

As I understand it, the license in GST_PLUGIN_DEFINE is the effective run-time
license of the plugin and doesn't necessarily have to match the license of the
code. For another example see the 'mad' plugin where libmad is GPL, but the
GStreamer mad plugin itself is LGPL (which results in a run-time license of GPL).

(Note that I haven't actually checked what libraries, if any, that plugin links
to, I'm just talking about the general case)

This is fixed now, and says LGPL
