Please describe the problem:
Xing header found in the first frame of an vbr mp3 is detected the first time
you start the pipeline (state to GST_STATE_PLAYING). If you change the
pipeline's state to GST_STATE_READY and that you change the "location" of your
filesrc for another vbr mp3, the first frame of this new mp3 will not be
scanned, thus the GST_TAG_BITRATE and GST_TAG_DURATION not updated correctly
with the new information

Steps to reproduce:
1. The problem is not easy to reproduce, so I did a small test application
