Having the current URL when opening a tab is not really useful and can be
annoying if you open a new tab to copy an URL here:
- select an URL somewhere
- switch to epiphany, press ctrl-T
- press ctrl-L ... the current URL is selected, that flushes your copy buffer if
you use select/middle click 
- switch again to other app to select your text ...

supposedly fixed in 1.7.x, but I am using 1.8.0 (on ubuntu breezy) and I still
have this behavior... am I the only one?

I cannot reproduce on 1.8.0. What homepage URL do you have set (I tried with
google) ?
