Hi,

configure --disable-encoders doesn't work because the ENCODER_* macros are
defined conditionally in ffmpeg's configure: if they are never assigned a value,
configure detects it and fails.

configure: error: conditional "CONFIG_AC3_ENCODER" was never defined.

I have a fix for this, but it somehow ended up not being in the source tree...
Don't know how that happened.

Fix --disable-encoders somewhat (#312764) at least ./configure passes now), and
also fix the PPC compile (#313233).
