As well as the option "Automatically create entries in the addressbook when
responding to mail", it would be great if there were an option for
"Automatically create entries in the addressbook when sending new mail".

Currently, if you send a message to someone whose email addr is not in your
addressbook, there is no way to have them automatically added to an addressbook,
unless you're actually replying to a message.

the automatic contacts plugin already does this. Please enable it in
edit->plugins menu (it should be enabled by default). And set your preferences
in edit->preferences->Mail Preferences->Automatic contacts

Ok, this doesnt work when sending a New mail though. Currently works only for
responding.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. 
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org (resources are unfortunately quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/Community/GettingInTouch/BugReportingGuidelines
and create a new enhancement request ticket at
  https://gitlab.gnome.org/GNOME/evolution/-/issues/
