NetworkManager allows you to check whether the network is available or not.

This would be especially useful if no network is available when Epiphany is
restarted.

The "network-monitor" does that already. Also there's a mozilla bug about
integrating NM for this directly,
https://bugzilla.mozilla.org/show_bug.cgi?id=279160 . But I'll take this bug to
track this, and we'll move the extension into core for 1.10.
