Steps to reproduce:
1.Open Compose a message window
2.Open Format->Page dialog

In that dialog Template and Background Image options should be disabled if
Format->HTML option is not checked. Because even if we select a Template or
Background Image source, the effects are not visible for normal mails.

I think entire page option should be disabled if we are not formatting an HTML
mail.

Khasim: For me, all the options work for text mode except Background image ? is
it different for you on Head ?

No page option is working for me in text mode on Head.

I forgot to mention, Background image, All templates except Midnight & Blue ink
are not working while composing itself and the other options are of no effect at
the receiver's end.

Yes, Page formatting should be disabled for text mode.
