Please describe the problem:
I am running firefox. Then I switch to another application and firefox is now in
the background. Then I click on some URL, or again in the firefox icon to launch
a different webpage. The window for the new webpage is created on the background

Steps to reproduce:
1. Open firefox and emacs.
2. Fill the entire screen with emacs leaving firefox on the background
3. Click again on the firefox icon.


Actual results:
The new window for firefox is created on the background. Notice that
1) I do not have any weird focus setting. My computer is click-to-focus and
click-raises
2) This happens with all applications which create new windows by handling a
signal to an already runnning copy. For instance, firefox, yelp, etc.

Expected results:
The new window should be raised when created.

Does this happen every time?
Yes.
