Add option to disable warning about empty quickbar

It was requested to add an option to disable the empty quickbar warning. The original request was made at http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=249639.
Do we really actually need this dialog or would it be just as good to remove it completely? I would vote for just removing it. How to use the Quickbar is documented in the manual.
Not all people install the manual, or even read it on line. Or even if they read it, they surely don't remember all the functionalities. This dialog is made for them. What would be good would be a "Don't show me this dialog anymore" button in the dialog, instead of a pure configure option, which does not make the user aware of the functionality. Or, even better, both: the configure option and the don't show button.
Olivier seems to have removed this dialog from current unstable CVS. If it is permanently removed, then I see no reason not to remove it from stable. Olivier, was the removable from unstable temporary? If it was, then I'll add a checkbox with "Don't show this dialog again".
my plan was to add a label to the empty quickbar region, but this is not yet done in CVS HEAD (bigger plugin problems at the moment)
OK, this is fixed in the 1.0 branch of CVS. I added an option to disable the dialog.
the warning is also not present anymore in cvs head, so I'll close the item
