When gnome-settings-daemon restarts for some reason, the typing monitor displays
a fairly useless alert saying that the typing monitor is already active. 

When it is already active, it should do nothing, instead of posting an alert
that does not help the user in any way.

Yeah, that is a left-over from when it was the standalone drwright app. It
should definitely be removed.
