Now that butttons for switching between components (mail/calendar/contacts) are
set permanently to minimised state, they lost any kind of description -- there's
no text to accompany them, nor do they have tooltips. This makes it bad for new
users who have no way to learn their function but to randomly click.

Expected results:
Tooltips shown on hover

this is fixed in 2.4.0, a similar patch has been applied to cvs.
